The center of the Great Seal of the State of Ohio is called the coat of arms. The Governor of Ohio is in charge of the Great Seal, but the coat of arms may be used by state agencies and office holders as part of their seals. If the image has the words, "Great Seal of the State of Ohio" on it, then get permission from the Governor.
