Tiffin was the first Governor of the State of Ohio. Tiffin was born in Carlisle, England, in 1766, and immigrated to American in 1784. He studied medicine in England and also in America and graduated from the University of Pennsylvania in 1789. 1796 witnessed the move by Tiffin from Charleston (now West Virginia) to Chillicothe, Ohio. In 1803 he was elected Governor of Ohio. Later Tiffin would be elected to the U.S. Senate from his home state of Ohio.
Hoffman was a noted portraitist who worked in New York City from 1842 through 1887, was living and working in Ohio and Kentucky during the part of the 1860's, and exhibited at the National Academy of Art from 1843 through 1849. Records even state the possibility of a T.W. Hoffman as the artist.
