As the last remaining Civil War veterans began to die, members of Ohio GAR (Grand Army of the Republic) posts worried that soon there would be no one left to remember those who had died in battle. The surviving members of the Joshua M. Wells Post No. 451, Department of Ohio, GAR, Columbus, Ohio, created the this plaque in 1909.
